A divorce licence may not be issued at this time. The divorce proceedings shall be referred tometiation, where an opportunity is given to speak about the dispute at a meeting presided over by the mediator. If no settlement can be reached in the mediation process, the district commissioner may not grant a divorce license until legal proceedings have been brought in connection with the dispute.
