A distinction is made between complaints about the health care provided and comments from the public about the services of health institutions.

It can often be better to comment on service than to file a complaint based on Article 12 Act no. 41/2007 on the Medical Director of Health and Public Health. In accordance with Article 28 of the Patients' Rights Act, the health institution is obliged to provide individuals with written answers to their comments without undue delay.
