Public procurement

1. Analysis

Public procurement starts with an analysis, which is then sent with a request for a project to the Government Procurement Office. The duration of the analysis takes into account how detailed information is available.

What form do analyses and estimates take? These documents are usually installed in editing programs such as Word. When the request for a job is submitted, they are included in pdf format.

The analysis is divided into procurement analysis and the preparation of plans.

Request sent

The Government must receive a formal request for a project so that cooperation can be started on preparation for the procurement process. The request asks for basic information on the project. The fees are charged for the services of the specialists of the Government.

Should you buy innovation?

To facilitate the adoption of innovative companies, the focus can be on defining the need or problem to be solved. This is put in the foreground rather than the requirements of how the solution should be. It can also be observed that the technical specifications in the technical description are not too detailed.

Buyer's Check-list

  • Ensure that the budget is there.

  • If applicable, summaries the costs of the current agreement.

  • Appoint employees within the buyer's ranks to lead the project.

  • Explore the need for a technical advisor.

  • Send in a request to The Financial Management Authority if assistance is needed for analytical work.

  • Do a procurement analysis where a need analysis and a technical description are developed.

  • Prepare estimates of the value of the contract in the form of cost and timetable.

  • Check whether the amount is above the threshold, whether a tender is needed or whether a central contract is valid for the goods, services or works to be purchased.

  • Send in a request for a project to The Financial Management Authority to start the process.
