Should contractors have patient insurance?

All healthcare professionals who provide healthcare services shall have patient insurance. Healthcare professionals who work as employees shall be covered by their employer's patient insurance. Healthcare professionals who work independently (in a contractor) are responsible for their own insurance, they must have a business license for their work and have patient insurance themselves.
