District Commissioners – Digital Transformation in Two Years

The District Commissioners' Offices have achieved significant progress in digital transformation during 2023–2024 and are now among the leading institutions in digital solutions. Most service processes have been digitised, enabling citizens to access services without needing to visit in person. Each year, the District Commissioners serve nearly 60% of the population.

Increased Productivity in the District Commissioners' Offices

The digital journey of the District Commissioners has been characterised by collaboration between offices, allowing employees to participate in and lead the digital transformation instead of increasing staff numbers by hiring external specialists. This approach ensured that the transformation was driven by existing personnel, with employees taking on the role of product managers for various service areas.

The District Commissioners' product managers developed new service processes in collaboration with Ísland.is and other institutions, focusing on customer needs. During this period, the District Commissioners have established connections with institutions and businesses to ensure secure, automated, and reliable information flow—eliminating the need for customers to visit multiple locations for the same requests.

During the transformation period, the District Commissioners have launched tenders for IT operations and software development, migrated their information website to Ísland.is (the first institution to do so), implemented over 250 digital solutions and 120 automated processes, and digitised all applications, requests, and other services.

Despite an increase in case volume, additional responsibilities, and a population growth of 30,000 people, no additional staff positions have been created. Improved efficiency and faster implementation of new projects have resulted in greater satisfaction with the District Commissioners' services, increased public trust, and growing employee satisfaction.

Experience has also shown that those who work directly with these projects often find the best solutions. By actively participating in the transformation, employees not only improve efficiency but also develop a stronger interest in enhancing and refining their own work processes.
