It is possible to apply for permission to litigate in district court if an individual has completed a full legal education, as well as a course organized by the Ministry of Justice for the purpose of obtaining lawyer's professional rights.
A person who has received such permission can litigate cases in district court and represent the interests of those who have authorized them to do so. This includes acting as a defense attorney or legal representative in criminal cases.
Requirements for the Permit
Must have completed a full legal education with a degree or master's degree from a recognized law faculty in Iceland. Comparable studies at a foreign university may, in some cases, grant the same rights.
Must be mentally and physically capable of performing the duties of a lawyer.
Must not have undergone bankruptcy proceedings.
Must not have received a prison sentence for a criminal act committed after reaching the age of 18.
Must pass an examination after completing a course held twice a year by the Ministry of Justice.

The license fee is 12,000 ISK.
Processing and Issuance
The issuance of the permit is advertised in the Official Gazette, and a notification is sent to the Icelandic Bar Association. The permit letter is then sent to the lawyer by postal mail. The Bar Association monitors the activities of lawyers and ensures they meet the conditions for professional rights. These conditions include, for example:
The lawyer must have an open office.
Must have a registered trust account.
Must have valid professional liability insurance.
Lawyers may apply for an exemption from these conditions if they are employed by another lawyer or are in a permanent position with a single entity.
While the rights are active, the lawyer must retain the permit letter.
Right to Appeal
If the district commissioner denies the issuance of the permit, this decision can be appealed to the Ministry of Justice.
