If there are no obstacles to the planned marriage abroad, the District Commissioner in Vestmannaeyjar will issue a declaration to that effect.
The applicant must have legal residence in Iceland.

Certificate from the register of legal incapacity
It is possible to attach the certificate from the register of legal incapacity along with the certificate of marital status. The District Commissioner will obtain other necessary documents.
Applications on Forms
If the applicant does not have electronic identification, they can contact the District Commissioner’s office in Vestmannaeyjar by phone at 458 2900 or send an email to giftingerlendis@syslumenn.is to receive a form.

Processing Time for Applications
The declaration from the District Commissioner is sent to the applicant's mailbox on island.is or by other means if specifically requested, within 3 working days, provided all conditions are met.
Certification of Icelandic Documents
Foreign authorities may require that Icelandic documents and certificates be formally certified by the Ministry of Foreign Affairs. This certification, known as an apostille, confirms that the competent authority in Iceland has issued the declaration.
Cost
The applicant is responsible for paying for the certificates that need to accompany the application and, if applicable, the apostille certification.
