If you do not have an electronic ID or are unable to submit a digital ownership transfer notification, it is possible to submit the notification of ownership change on paper at the Icelandic Transport Authority´s service desk.
A new procedure for processing ownership transfers submitted on paper will take effect on May 1st 2025 and is as follows:
Submission of Notification
The seller and buyer must complete and sign the ownership transfer notification form, along with any co-owner or user, if applicable.
The same applies when only a co-owner is being added or removed.
The notification must be certified by two individuals who are at least 18 years of age.
The original, signed notification must be submitted to the Icelandic Transport Authority within 7 days.
Identity Verification
Ownership is transferred immediately if all parties are present and show valid ID.
If either party is not present or unable to provide a valid ID, a notification is sent to the digital mailbox of the buyer and seller via Ísland.is. Both parties are given a seven-day period to object to the transfer by requesting a registration lock on the vehicle or on the buyer’s ID number.
Objections Within Seven Days
If an objection is received within the seven-day period, the process is halted and the ownership transfer will not be registered at that time.
If no objections are received, the ownership transfer is registered after the deadline has passed.
Confirmation of Ownership Transfer
Once the registration is completed, both the buyer and seller receive a digital confirmation document in their Ísland.is mailbox, containing all key information about the registration.
Incomplete or Invalid Ownership Transfer
If the Icelandic Transport Authority finds any issues with the ownership notification or if the form is incorrectly completed, the ownership transfer cannot be registered. In such cases, an email or letter will be sent to the relevant party explaining what needs to be corrected. A two-month period is granted to resolve the issue. If the matter is not resolved within that time, the registration request will be rejected.
Purchase Agreement and Bill of Sale
The purchase agreement and bill of sale are documents between the buyer and seller that confirm the transaction. These documents do not need to be submitted to the Icelandic Transport Authority.
